To be frank, given the update, every PVP item you get is a good drop nowadays... but realistically yeah, Javelins are junk although you could make a good outfit with a Javelin as your weapon, so basically it's a potential cosmetic item.

That was a bug after I killed mine.
But the bug is fixed now.
