Something to consider.. Felicia has been here for almost 4 full years.
4 x 12 = 48 months. There has probably been periods where she (Assuming it's a girl, I just don't personally know Felicia) has been more active than other times. Seeing as how she has been an admin, I'm sure she was a staff member for a good few months each time. Others maybe less, others maybe more.
In regards to "being active as a player" I'd say the same thing that I said on gta's app-

I think Josh also raises a good point. Staff can't always rely on repromoting summer soldiers to make up for the slack in staff.
With that being said, I'm not voting yes or no. You're obviously capable of handling it, and if they feel they need you, they will promote you. I think non-staff opinion holds less merit in regards to applications anyway.
