If they do not fit the requirements, yes, you are allowed to auto-deny, but tell them why, and what they need to work on.

Well yeah, ofcourse. Also, make sure they know that they can be promoted by bringing in a certain ammount of people, but they must know that the people have to tell me they were recruited by that other person:o
