The tickets are a good way to encourage players to vote daily as you need to vote continuously to gain a certain reward in the reward shop.
example:
Bandos boots = 20 tickets
This would take you 20 votes *if im right.

It's not enough to ruin the economy. If it was like a really small amount of votes to get rare items then yes there would be a problem but it looks like it would be fine this way.
