Step 1
Make a simple black layer

Step 2
Make a new layer with a soft brush and choose a darker version of the color you want

Step 3
Using the brush settings shown up there smudge this layer -75% strength- -sample all layers-

Step 4
Make a new layer with the color you want and make a shape like this

Step 5
Using the same smudge settings and before go around the shape

Step 6
Make a new layer and set the smudge brush to a 6-8px hard brush and everything else the same smudge inside the color outwards

Step 7
Filter>liquify and make it look how ever you want

Step 8
Duplicate the layer and Liquify again

Step 9
Merge the layer down and liquify it once more

Step 10
make a new layer and do a soft brush on Linear Dodge and add some lighting(mess with the opacity to make it look nicer)

Step 11
DO exactly what I did with the layers, I hid the bottom ones, created a new layer and applied the image, and then I did Filter>Distort>Displace, selected a psd with a lot of fractals in it, and then lastly I lowered the opacity.

Step 12
Mess with some gradient maps to make your colors better, I usually always do a black/white gradient map on overlay and then add some photo filters or other gradient maps

Step 13
Select a dark part of the picture and copy the color, with a big soft brush on linear dodge go around the picture, but do not go into any areas besides the black ones, I distorted it a tad to make it fit better

Step 14
Make a new layer and apply the image, then go to fliter>high pass and make the layer on hard light

Step 15
Use the level/curve tool to do some more lighting (you can use other tools as well if you want)

Step 16
Add a new layer and apply the image then Displace it again and put it on around 80-90 opacity

Final Step
Add a new layer then apply the image and then Filter>Sharpen, erase areas that do not need it and lower the opacity a tad

EVERYTHING IN THIS TUTORIAL CAN BE CHANGED TO YOUR PREFERENCE, I MAY HAVE USED 90 OPACITY BUT YOU THINK IT LOOKS NICE AT 100, DO WHAT YOU WANT THIS IS JUST A GUIDE

should add some links for photo shop download and also some smudge brush packs, and other resources.
