1. You need 300+ posts to be a moderator.
2. Wrong format.
3. You must be around in the server for about 3 months.

i think he might know that.. i bet he has a main account and he just thought it would be so funny to make a new account and apply for mod. or hes been plying in game and just made a forums acc and applied for mod without reading reuirements...
