To be perfectly honest with you, if a user has gotten up to 20 infractions, they obviously have no intentions of following the rules and thus have made no constructive contribution to the forums, therefore should receive a permanent ban at 20. The "last chance" should be at 19 infractions, with a 3-month ban, in my opinion.

One less time to have to worry about a troublesome/careless rule-breaker.
But yeah, it's 19 infraction points on another forum I frequent. Except, 19 infraction points was a global mute (game/forum accounts are linked), then 20 was a global and permanent ban. Guess I just have that on my brain. ^^
