When people reach a certain amount of votes they get an item (Voter hat, cape, etc.)
You could make a count of how many times this username was submitted, and when they reach a certain number they get an exclusive item.
You could keep the 25m for every vote if you want. Not only would this make people vote more, but it can also show you who would be dedicated to the server, as well as get you more votes for the toplist.
People on the server will do things for items/money. When you made the 25m reward, I bet the voting rate jumped right?
Maybe if you incorporate my idea, you could get more votes.
The only thing is what kind of item would they get, and the counter. Simple as that.
