Grammar is not the main thing of being a mod. It's helping people and keep an eye around the server for people that are trying to scam, flame, etc. Actually in one short sentence said:
Helping the server.
I don't care if he made some mistakes. The only thing i care is that he does not make them again (like he said a few time). Everyone can change in their way. Everyone deserves a change to be a mod. Only if you can proof that you worth it.

Get over it, stop complaining about the man's English.
He's NOT from an English-speaking part of the world, so all of you childish kids need to respect it.
It's perfectly okay that, even though his primary language isn't English, he can apply for Mod. Honestly, think about it. If you didn't know English, and eveeeeryone was dumping all over your application because of it, how upset would you be?
Find something good to write about him, or at least give him a break about his English.
