* Ranks changed to be more appropriate
* Ranks moved according to proper positioning
* Veteran added to userranks

- Bug report section is not viewable by players.
- Section can be posted in, but other threads cannot be viewed for obvious reasons.

- A few usergroups permissions have been edited.
