1. Wrong format.
2. You have to be around in-game for at least 3 months.
3. You need to have 300+ posts to put up an application.
Read the reqruirements.

I don't know why he is a moderator to. If I'm right he didn't put up an application, but just got it.

You didn't even use the right format. And if you know the reqruirements you shouldn't post an application because one of them is 300 or more posts.
