You wont need a tutorial for it :S.. for bluish mist kinda thing.. all you need to do is either set a nebula stock on screen then lower opacity.. or just use soft brushing on low opacity :L

We could set this up with all of the artists. People can request a tutorial on a specific signature that the like by an artist. Might get more people in to GFX.
