I'm almost certain there's a rule that you have to wait before you re-apply after an absence. It's either one month or three months, so technically he is right in saying you havn't been back long enough. I don't think two weeks is very long either.

Actually, I just searched and there is not, however, I see where you're coming from, and I agree a bit, but at the same time, I feel like it wouldn't make a huge difference anyway.
