You didn't seem to put much effort into the application so I'm going to say no. If you can't find the time to put 10-15 minutes into an application then you're not going to find the time to moderate. If it was a joke, then clowns are for entertainment and not for enforcing rules. I have other reasons for my decision but there's honestly no need to state them at this point in time. Good luck anyway.
