As usual I will not vote on a moderator application, but I honestly don't think you're ready yet, you don't seem be respected by loads of people, you don't enforce rules in your current player position. I'm afraid that if you had the moderator rank, you would base your career on the step ahead you are against the "normal" players.
You say in your 100 words that you would demoted most of staff and don't promote old staff members, (note: what I'm about to say had NOTHING to do with me applying again) here it isn't a matter of renewing the minds, you need to be active, able to persuade people, able to earn their respect respecting in first place. If I consider myself the most powerful versus a player who had no powers and has to do all I say or I could become his enemy, I'm not going to earn respect as a player. I always considered the moderator as a normal player who enforced rules without powers (before the rank) and keep doing it with the powers using them only when needed.
If I was someone choosing the staff members, I would not choose you.
I must say, I agree with you that half of the staff is inactive.

And I don't mean that people who are ex-staff shouldn't be premoted. I would love for you to be a mod leo. What i mean is people who were never staff deserve a chance. (EX: Ben, Gabe, I feel i could be considered as well.)
