Ok first start out with your render on a blank canvas

Duplicate the render and spread it around the canvas I made a few extra just in case

smudge one of the layers with the duplicated renders, use sample all layers and around 77% strength this brush Screenshot by Lightshot

Move the other smudged layer to the top and hide it. Get out this brush Screenshot by Lightshot and smudge another layer

unhide the other smudged layer and put it on overlay

add some lighting (I'm not a fan of the burn tool so I use a black brush on a lower opacity

place a black/white gradient map on overlay with a lower opacity

create a new layer and apply the image then Filter>sharpen
